Independent journalist Maggie VandenBerghe recently found the official Department of State Health Services manual in Texas that defines what qualifies as a confirmed or “probable” case of COVID-19. In the video below (already over 60K views on Twitter), Maggie explains how one confirmed case of COVID-19 could suddenly be accounted for as “17” total cases: one confirmed case, and 16 “probable cases.”

“Are public health agencies deliberately manipulating data to inflate cases and cause hysteria?” VandenBerghe asks? “It sure seems that way.”
